The 59 community boards
The one appointed tier: members are chosen by the borough president, half on Council members’ recommendation. Advisory votes on liquor licenses, zoning, and street changes, and an annual list of what the neighborhood needs from the city, in the board’s own words.

Who sits on each community board (the member rosters) is not published as open data today. Each Borough President appoints the members, half on Council members' recommendation holds it. You can help change that by asking: publish current community board membership as an open dataset. Central rosters have not been updated since 2019.
Public records belong to the public. A short, polite request from a resident often does more than one from a company.
Boards and contacts from the city’s official directory; budget requests from the city’s Register of Community Board Budget Requests, updated daily.
