1. Short title This Act may be cited as the Enhance Access To SNAP Act of 2025 or the EATS Act of 2025 .

2: Student eligibility under supplemental nutrition assistance program

This section would change SNAP eligibility rules for students. It adds a new subparagraph (F) to the definition of household in section 3(m)(5) of the Food and Nutrition Act of 2008, covering individuals who are bona fide students enrolled at least half time in any recognized school, training program, or institution of higher education. It removes the clause in section 6(d)(2)(C) of the Food and Nutrition Act of 2008 that made a person enrolled in an institution of higher education ineligible for SNAP unless that person met the separate student eligibility requirements in section 6(e), and it repeals section 6(e) itself, eliminating that separate set of student eligibility requirements. Because subsection (e) is removed, the subsections that had followed it, (f) through (s), are each renumbered one letter earlier, becoming (e) through (r). The section then makes a series of conforming, technical amendments: it updates internal cross-references in sections 5, 6, 7, 11, 16, and 17 of the Food and Nutrition Act of 2008, in the Workforce Innovation and Opportunity Act, and in the Social Security Act, so that each reference to an old subsection letter (such as (g), (i), (k), (l), (o), or (r)) is replaced with the new letter that matches the renumbering described above. These conforming changes do not alter what any of those provisions require; they only correct the letter references.
