1. Extension of SBIR and STTR authority (a) SBIR Section 9(m) of the Small Business Act ( 15 U.S.C. 638(m) ) is amended by striking September 30, 2025 and inserting September 30, 2026 . (b) STTR Section 9(n)(1)(A) of the Small Business Act ( 15 U.S.C. 638(n)(1)(A) ) is amended by striking through fiscal year 2025 and inserting though fiscal year 2026 .
2: Extension of SBIR and STTR programs and activities
This section would extend by one year, to 2026, the authorization periods for ten specific SBIR and STTR pilot programs and related activities under the Small Business Act. The phase flexibility pilot program, currently authorized through 2025, would be authorized through 2026. The commercialization readiness program for civilian agencies pilot program would be authorized through fiscal year 2026 instead of fiscal year 2025. The accelerated awards pilot program would be authorized through September 30, 2026, instead of September 30, 2025. The Phase 0 pilot program would be authorized through fiscal year 2026 instead of fiscal year 2025. The administrative assistance program would be authorized through September 30, 2026, instead of September 30, 2025. The increased minimum performance standards provision would apply through September 30, 2026, instead of September 30, 2025. The commercialization assistance pilot programs would be authorized through September 30, 2026, instead of September 30, 2025. The due diligence program would be authorized through September 30, 2026, instead of September 30, 2025.
