1. Short title This Act may be cited as the Bill to Outlaw Wounding of Official Working Animals Act or the BOWOW Act .

2: Inadmissibility and deportability related to harming animals used in law enforcement

This section would amend the Immigration and Nationality Act to add a new ground for keeping an alien out of the country and a new ground for removing one who is already here, both tied to harming animals used in law enforcement. First, it would add a new paragraph to the Act's list of grounds of inadmissibility (the list in section 212(a)(2) of the Act, 8 U.S.C. 1182(a)(2)), providing that an alien is inadmissible if the alien has been convicted of an offense under section 1368 of title 18 of the United States Code (the federal offense covering harming animals used in law enforcement), or if the alien admits having committed that offense, or if the alien admits to committing acts that constitute the essential elements of that offense. Second, it would add a matching new paragraph to the Act's list of grounds of deportability (the list in section 237(a)(2) of the Act, 8 U.S.C. 1227(a)(2)), providing that an alien is deportable on the same three bases: a conviction under 18 U.S.C. 1368, an admission of having committed that offense, or an admission of committing acts that constitute its essential elements.
