1. Short title This Act may be cited as the Motorist Tax Abuse Act .
2: Prohibition on congestion pricing
This section would amend section 1012(b) of the Intermodal Surface Transportation Efficiency Act of 1991 (23 U.S.C. 149 note) by adding a new paragraph. Under the new paragraph, and notwithstanding any other provision of that subsection, the Secretary (of Transportation) would not be allowed to establish or maintain cordon pricing under the value pricing pilot program for the Central Business District Tolling Program for New York City.
