R. 3117 IN THE HOUSE OF REPRESENTATIVES April 30, 2025 Ms. Meng (for herself and Mr. Lawler ) introduced the following bill; which was referred to the Committee on Agriculture A BILL To amend the Consolidated Appropriations Act, 2023, to expand the replacement of stolen EBT benefits under the supplemental nutrition assistance program. 1. Short title This Act may be cited as the Fairness for Victims of SNAP Skimming Act of 2025 . 2. Replacement of stolen EBT benefits Section 501(b)(2) of division HH of the Consolidated Appropriations Act, 2023 ( 7 U.S.C. 2016a(b)(2) ) is amended— (1) by striking subparagraph (A) and inserting the following: (A) shall be equal to the amount of benefits stolen from the household; and ; (2) in subparagraph (B), by striking and at the end; and (3) by striking subparagraph (C).
