Fairness for Victims of SNAP Skimming Act of 2025

This section would let the Act be referred to as the Fairness for Victims of SNAP Skimming Act of 2025.

Section 501(b)(2) of division HH of the Consolidated Appropriations Act, 2023 (7 U.S.C. 2016a(b)(2)) sets rules for replacing Supplemental Nutrition Assistance Program (SNAP) benefits that are stolen from a household's EBT (electronic benefit transfer) account, such as through card skimming. This section would strike the current subparagraph (A) of that paragraph and replace it with a new rule: the amount replaced shall be equal to the amount of benefits stolen from the household. This section would also strike subparagraph (C) of the same paragraph, removing whatever requirement it contained, and would remove the word 'and' from the end of subparagraph (B) as a conforming change to reflect that subparagraph (C) no longer follows it. The bill text does not include the current wording of subparagraphs (B) or (C), so the specific content of the requirement that remains in subparagraph (B), and of the requirement that was eliminated from subparagraph (C), cannot be stated here.
