Why the Governor vetoed it
VETO MESSAGE - No. 108 TO THE SENATE: I am returning herewith, without my approval, the following bill: Senate Bill Number 364, entitled: "AN ACT to amend the insurance law, in relation to prohibiting certain restrictions as it relates to dog breed" NOT APPROVED This bill would prohibit renters' insurance policies from discriminat- ing against insureds or potential insureds based upon the harboring or owning of specific dog breeds. I support the Legislature's underlying goal of reducing arbitrary barriers to insurance coverage for renters and pet owners. However, I believe this issue warrants additional consideration of more narrowly tailored approaches, including those which factor in any potential risks associated with certain breeds.
