Establishing a commission on proportional representation.

This bill would establish a commission on proportional representation. The commission would consist of the chairperson of the campaign finance board, one member appointed by the Mayor, three members appointed by the Speaker of the Council, one member appointed by the Minority Leader of the Council, and one member appointed by each of the Borough Presidents. The commission would be required to study and hold public hearings concerning a potential reform to the current method for the election of council members. The commission would submit a report to the Mayor and the Speaker of the Council one and a half years after the final member is appointed. The commission would dissolve 90 days after submission of the report.
