If a pedal-assist bicycle operator fails to complete the course, any pedal-assist bicycle in the possession of such operator may be seized and impounded until such operator submits proof that they have completed the safe pedal-assist bicycle operation course. DOT would be required to report on the number of pedal-assist bicycle operators who completed the course, the number of pedal-assist bicycles impounded, and the effectiveness of the program. The pilot program would expire after 3 years.
