Analysis by the Legislative Reference Bureau
This bill prohibits a political subdivision from expending moneys of the political subdivision for the purpose of making payments to individuals under a guaranteed income program. “Guaranteed income program” is defined under the bill to mean a program under which individuals are provided with regular periodic cash payments that are unearned and that may be used for any purpose. Programs under which an individual is required to perform work or attend training are not “guaranteed income programs” under the bill.
