CHAPTER 737 An Act to direct the Department of Motor Vehicles to convene a work group on improving the safety of electric power-assisted bicycles, motorized skateboards and scooters, electric personal assistive mobility devices, and mopeds for operators and the general public; report. [H 1120] Approved April 13, 2026 Be it enacted by the General Assembly of Virginia: 1. § 1. That the Department of Motor Vehicles shall convene a work group to examine and make recommendations for options and measures for improving the safety of electric power-assisted bicycles, motorized skateboards and scooters, electric personal assistive mobility devices, and mopeds for operators and the general public. The work group shall be composed of relevant stakeholders identified by the Department of Motor Vehicles. Such stakeholders may include representatives of law-enforcement agencies, the Virginia Association of Counties, the Virginia Municipal League, manufacturing companies, common interest community associations, and bicycle riding organizations. The work group shall develop recommendations regarding whether to propose new regulations or legislation related to improving the safety of electric power-assisted bicycles, motorized skateboards and scooters, electric personal assistive mobility devices, and mopeds for operators and the general public and any other recommendations it deems appropriate. The work group shall report its findings to the Chairs of the House and Senate Committees on Transportation no later than November 1, 2026.
