Reauthorization of Administrative Rules
2026 GENERAL SESSION

LONG TITLE
General Description:
This bill relates to the reauthorization of administrative rules.
Highlighted Provisions:
This bill: reauthorizes all administrative rules except as provided in this bill.

Be it enacted by the Legislature of the state of Utah:
Section 1. Rules reauthorization.
All rules of Utah state agencies are reauthorized except for the following: (1) R156-28-302b(1)(b) and (c);
(2) R156-55d-302c(5);
(3) R156-55e-302a(1)(b);
(4) R156-61-302b(1)(b) and (c); and
(5) R156-61-302d.

Section 2. Effective Date.
This bill takes effect: (1) except as provided in Subsection (2), May 6, 2026; or
(2) if approved by two-thirds of all members elected to each house, the later of: (a) May 1, 2026; or
(b) (i) upon approval by the governor;
(ii) without the governor's approval, the day following the constitutional time limit of Utah Constitution, Article VII, Section 8; or
(iii) with the governor's veto and a vote of the Legislature to override the veto, the date of veto override.
