State Agency and Higher Education Compensation Appropriations

LONG TITLE
General Description:
This bill supplements or reduces appropriations otherwise provided for the support and operation of state government for the fiscal year beginning July 1, 2025 and ending June 30, 2026 and for the fiscal year beginning July 1, 2026 and ending June 30, 2027.
Highlighted Provisions:
This bill: provides funding for a 2.5% labor market increase for state employees and higher education employees;
provides funding equivalent to a 2.5% labor market increase for employees of the judicial branch and constitutional offices;
provides funding for health and dental benefit cost changes as recommended by the Public Employees Health Programs;
provides funding for retirement rate changes for certain state employees;
provides funding for an up-to $26 per pay period match for qualifying state employees enrolled in a defined contribution plan;
provides funding for step and lane increases for employees of the Utah Schools for the Deaf and the Blind; and
provides for other compensation adjustments as authorized.

Money Appropriated in this Bill: This bill appropriates $7,941,000 in operating and capital budgets for fiscal year 2026, including: ($313,700) from General Fund; and ($1,314,200) from Income Tax Fund; and $9,568,900 from various sources as detailed in this bill. This bill appropriates $25,800 in expendable funds and accounts for fiscal year 2026, all of which is from the various sources as detailed in this bill. This bill appropriates $154,500 in business-like activities for fiscal year 2026, including: $200 from General Fund; and $154,300 from various sources as detailed in this bill. This bill appropriates $23,400 in restricted fund and account transfers for fiscal year 2026, all of which is from the General Fund. This bill appropriates $600 in fiduciary funds for fiscal year 2026, all of which is from the various sources as detailed in this bill. This bill appropriates $194,523,700 in operating and capital budgets for fiscal year 2027, including: $53,363,100 from General Fund; and $80,133,200 from Income Tax Fund; and $61,027,400 from various sources as detailed in this bill. This bill appropriates $332,700 in expendable funds and accounts for fiscal year 2027, including: $1,900 from General Fund; and $330,800 from various sources as detailed in this bill. This bill appropriates $615,100 in business-like activities for fiscal year 2027, including: $46,400 from General Fund; and $568,700 from various sources as detailed in this bill. This bill appropriates $600 in restricted fund and account transfers for fiscal year 2027, all of which is from the General Fund. This bill appropriates $59,000 in fiduciary funds for fiscal year 2027, all of which is from the various sources as detailed in this bill. Be it enacted by the Legislature of the state of Utah:

The following sums of money are appropriated for the fiscal year beginning July 1, 2025, and ending June 30, 2026. These are additions to amounts previously appropriated for fiscal year 2026. Subsection 1(a). Section 3. Effective Date.
(1) Except as provided in Subsection (2), this bill takes effect: (a) except as provided in Subsection (1)(b), May 6, 2026; or
(b) if approved by two-thirds of all members elected to each house: (i) upon approval by the governor;
(ii) without the governor's signature, the day following the constitutional time limit of Utah Constitution, Article VII, Section 8; or
(iii) in the case of a veto, the date of veto override.

(2) The actions affecting Section 2 (Effective 07/01/26) take effect on July 1, 2026.
