1. Short title This Act may be cited as the Fair Milk Pricing for Farmers Act .
2Mandatory reporting of dairy products processing costs
This section would amend section 273 of the Agricultural Marketing Act of 1946 (7 U.S.C. 1637b), the law that requires certain dairy manufacturers to report information to the Secretary of Agriculture. It would add a new requirement to the existing list of reporting duties in subsection (b)(1): for any manufacturer that already has to report under subparagraph (A) for at least one product, the Secretary would also have to require that manufacturer to report production cost and product yield information, as determined by the Secretary, for all products the manufacturer processes at that facility or those facilities, not only the product that triggered the subparagraph (A) requirement. It would also add the word "products" to an existing reference in subsection (b)(2)(A), so that reference would explicitly cover products in addition to whatever it already covered. Separately, the section would rename subsection (d) from "Electronic Reporting" to "Reporting," and rename paragraph (d)(1) from "Electronic reporting" to "Reporting." It would also narrow paragraph (d)(1) and paragraph (d)(2) so that wherever each currently applies to reports required under "this section" as a whole, each would instead apply only to reports required under subparagraphs (A) and (B) of subsection (b)(1), excluding the new production cost and product yield reports required under new subparagraph (C). Finally, it would add a new paragraph (d)(3) requiring the Secretary of Agriculture to publish a report containing the production cost and product yield information collected under subparagraph (b)(1)(C); the first report would be due not later than 3 years after this paragraph is enacted, and a new report would be due every 2 years after that.

2. Mandatory reporting of dairy products processing costs Section 273 of the Agricultural Marketing Act of 1946 ( 7 U.S.C. 1637b ) is amended— (1) in subsection (b)— (A) in paragraph (1)— (i) in subparagraph (A)(ii), by striking and at the end; (ii) in subparagraph (B), by striking the period at the end and inserting ; and ; and (iii) by adding at the end the following: (C) for each manufacturer required to report under subparagraph (A) for any product, require that manufacturer to report production cost and product yield information, as determined by the Secretary, for all products processed in the same facility or facilities. ; and (B) in paragraph (2)(A), by inserting products and after those ; and (2) in subsection (d)— (A) in the subsection heading, by striking Electronic Reporting and inserting Reporting ; (B) in paragraph (1)— (i) in the paragraph heading, by striking Electronic reporting and inserting Reporting ; and (ii) by striking this section and inserting subparagraphs (A) and (B) of subsection (b)(1) ; (C) in paragraph (2), by striking this section and inserting subparagraphs (A) and (B) of subsection (b)(1) ; and (D) by adding at the end the following: (3) Dairy products processing costs Not later than 3 years after the date of enactment of this paragraph, and every 2 years thereafter, the Secretary shall publish a report containing the information obtained under subsection (b)(1)(C). .
