2Findings

This section would set out findings by Congress: that 12-year-old Jocelyn Nungaray was murdered in Houston, Texas, on June 17, 2024; that two people in the country illegally, allegedly members of the Tren de Aragua gang, have been charged with her murder; that on March 4, 2025, President Donald J. Trump signed Executive Order 14229 (90 Fed. Reg. 11585), which renamed the Anahuac National Wildlife Refuge as the Jocelyn Nungaray National Wildlife Refuge; and that because Nungaray loved animals and her hometown of Houston is close to the refuge, renaming the refuge in her honor is fitting.
