1. Short title This Act may be cited as the District of Columbia Local Funds Act, 2025 .

2: District of Columbia Local Funds

This section would appropriate local funds for the District of Columbia for the current fiscal year, drawn from the District's own General Fund, for the programs and activities listed in the Fiscal Year 2025 Local Budget Act of 2024 (D.C. Law 25-218), at the funding rates set in that local Act as it stands amended on the date this federal Act is enacted. The section then sets conditions on that money. First, notwithstanding any other law, except for section 450A of the District of Columbia Home Rule Act, sections 816 and 817 of the Financial Services and General Government Appropriations Act, 2009, and other provisions of this Act, the total amount appropriated under this section for the District's operating expenses for fiscal year 2025 could not exceed whichever is the controlling limit: the spending estimates in the Fiscal Year 2025 Local Budget Act of 2024 as amended, or the total revenues the District actually collects that fiscal year. Second, the appropriated amount could be increased by the proceeds of one-time transactions, but only if that added money is spent on emergency or unanticipated operating or capital needs. Third, any such increase would have to be approved through enactment of a local District law and would have to comply with all reserve requirements in the District of Columbia Home Rule Act. Fourth, the District's Chief Financial Officer would be required to take the steps necessary to make sure the District meets these requirements, including apportioning the appropriations and funds made available to the District during fiscal year 2025, except that the Chief Financial Officer could not reprogram, for operating expenses, any funds that came from bonds, notes, or other obligations issued to pay for capital projects.
