DHS Surveillance Technology Moratorium Act of 2026

The bill pauses new or expanded Department of Homeland Security contracts for surveillance technologies, like facial recognition, social media monitoring, cellphone tracking, and predictive analytics, used to track people for immigration enforcement. It does not require ending contracts or technology already in use. The Secretary can individually waive the pause for an imminent safety or national security threat, reporting each waiver to Congress within 7 days. The pause ends only after an inspector general audit, a public report, and a 90-day wait after a safeguards report to Congress.
