1. Short title This Act may be cited as the Afterschool for All Act .
2: Expanding the Community Learning Centers program
This section would make three changes. First, it would replace the funding authorization in section 4206 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7176). The old authorization of $1,000,000,000 for fiscal year 2017 and the amounts set through 2020 would be removed, and in its place the section would authorize $10,000,000,000 for each of fiscal years 2026 through 2035 for that program, with the money remaining available until spent instead of expiring at the end of each fiscal year. Second, it would rename the program by striking the words 21st Century from the heading of part B of title IV of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7171 et seq.) and from the matching entry in that Act's table of contents, so the program (referred to elsewhere in this Act as the Nita M. Lowey Community Learning Centers program) would no longer be called the 21st Century Community Learning Centers program. Third, it would raise the corporate tax rate under section 11(b) of the Internal Revenue Code of 1986 by replacing the number 21 with the number 22, raising the corporate tax rate from 21 percent to 22 percent. This tax rate change would apply to taxable years that begin after the date this Act is enacted.

Expanding the Community Learning Centers program (a) Authorization of appropriations Section 4206 of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 7176 ) is amended by striking $1,000,000,000 for fiscal year 2017 and all that follows through 2020 and inserting $10,000,000,000 for each of fiscal years 2026 through 2035, to remain available until expended . (b) Amendment to program name (1) In general The heading of part B of title IV of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 7171 et seq. ) is amended by striking 21ST CENTURY . (2) Table of contents The table of contents of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 6301 et seq. ) is amended, in the item relating to part B of title IV, by striking 21st Century . (c) Corporate tax rate (1) In general Section 11(b) of the Internal Revenue Code of 1986 is amended by striking 21 and inserting 22 . (2) Effective date The amendment made by this subsection shall apply to taxable years beginning after the date of the enactment of this Act.
