2Grants for public works and economic development
This section would amend the Public Works and Economic Development Act of 1965 in four ways. First, it would add two new purposes to the list of purposes that public works and economic development grants under that Act can support: facilitating the relocation, to the United States, of a source of employment located outside the United States, and facilitating the growth of the manufacturing sector. Second, it would expand what economic development planning grants under the Act can pay for, so that they also cover planning for projects that facilitate the relocation, to the United States, of a source of employment located outside the United States, or that facilitate the growth of the manufacturing sector. Third, it would add three new categories of eligible activity to the list of activities that grants for training, research, and technical assistance under the Act can support: assessment, marketing, and establishment of business clusters; activities to facilitate the relocation, to the United States, of a source of employment located outside the United States; and activities to facilitate the growth of the manufacturing sector. Fourth, it would expand what economic adjustment grants under the Act can support to include projects that facilitate the relocation, to the United States, of a source of employment located outside the United States, and projects that facilitate the growth of the manufacturing sector.
