Short title This Act may be cited as the Reducing and Eliminating Duplicative Environmental Regulations Act or the RED Tape Act . 2. Policy review Section 309 of the Clean Air Act ( 42 U.S.C. 7609 ) is amended— (1) in subsection (a)— (A) by striking and comment in writing and inserting , and comment in writing, ; (B) by striking Administrator, and inserting Administrator ; (C) by striking (1) ; and (D) by striking , (2) newly authorized Federal projects for construction and any major Federal agency action (other than a project for construction) to which section 102(2)(C) of Public Law 91–190 applies, and (3) proposed regulations published by any department or agency of the Federal Government ; and (2) in subsection (b), by striking , action, or regulation .
