1. Short title This Act may be cited as the Affordable Housing Over Mandating Efficiency Standards Act or the Affordable HOMES Act .
2: Repeal of authority to establish standards for manufactured housing
This section would end the federal government's authority to set energy efficiency standards for manufactured housing. It would repeal section 413 of the Energy Independence and Security Act of 2007 (42 U.S.C. 17071), the provision that authorized the Department of Energy to set those standards, and would remove the matching entry from that Act's table of contents. It would also state that a specific Department of Energy final rule, titled 'Energy Conservation Program: Energy Conservation Standards for Manufactured Housing' and published in the Federal Register on May 31, 2022 (87 Fed. Reg. 32728), would have no force or effect, meaning the Department could no longer enforce that rule.

2. Repeal of authority to establish standards for manufactured housing (a) Repeal (1) In general The Energy Independence and Security Act of 2007 ( 42 U.S.C. 17071 ) is amended by striking section 413. (2) Clerical amendment The table of contents in section 1(b) of the Energy Independence and Security Act of 2007 is amended by striking the item relating to section 413. (b) No force or effect The final rule titled Energy Conservation Program: Energy Conservation Standards for Manufactured Housing published by the Department of Energy in the Federal Register on May 31, 2022 (87 Fed. Reg. 32728), shall have no force or effect.
