2Extension of diplomatic privileges and immunities to the Association of Southeast Asian Nations
This section would add a new section 18 to the International Organizations Immunities Act. Under terms and conditions the President sets, the President would be authorized to extend to the Association of Southeast Asian Nations (ASEAN) the same privileges and immunities under that Act, in the same manner, to the same extent, and subject to the same conditions, that could be extended to a public international organization in which the United States takes part under a treaty or under an Act of Congress that authorizes that participation or provides money for it.

This section would add a new section 19 to the International Organizations Immunities Act. Under terms and conditions the President sets, the President would be authorized to extend to the European Organization for Nuclear Research (CERN) the same privileges and immunities under that Act, in the same manner, to the same extent, and subject to the same conditions, that could be extended to a public international organization in which the United States takes part under a treaty or under an Act of Congress that authorizes that participation or provides money for it.

This section would add a new section 20 to the International Organizations Immunities Act. Under terms and conditions the President sets, the President would be authorized to extend to the Pacific Islands Forum the same privileges and immunities under that Act, in the same manner, to the same extent, and subject to the same conditions, that could be extended to a public international organization in which the United States takes part under a treaty or under an Act of Congress that authorizes that participation or provides money for it.

Under terms and conditions the President sets, the President would be authorized to extend to the Caribbean Community the same privileges and immunities under that Act, in the same manner, to the same extent, and subject to the same conditions, that could be extended to a public international organization in which the United States takes part under a treaty or under an Act of Congress that authorizes that participation or provides money for it.

6Extension of certain privileges and immunities to the African Union
This section would restructure subsection 12(b) of the International Organizations Immunities Act, which already authorizes the President to extend, or agree to extend, certain privileges and immunities to the African Union Mission, so that this existing authority becomes paragraph (1) of the subsection without changing what it covers. It would then add a new paragraph (2) authorizing the President to extend, or agree to extend, to the permanent observer mission of the African Union to the United Nations in New York, and to that mission's members, the same privileges and immunities that the permanent missions of United Nations member states, and their members, already receive, subject to the same corresponding conditions and obligations that apply to those member state missions.
