America the Beautiful Motorcycle Fairness Act

This section would reorganize the guideline requirement in section 805(a)(7) of the Federal Lands Recreation Enhancement Act (16 U.S.C. 6804(a)(7)) into two labeled parts and add a new rule about vehicles. Part (A), "In general," would keep the existing requirement that the Secretaries issue guidelines. Part (B), "Vehicles," would add a new rule: when a National Parks and Federal Recreational Lands Pass (the pass the bill's title calls the America the Beautiful interagency pass) is used to enter federal recreational lands and waters that charge fees on a per-vehicle basis, that pass would cover the entrance fee and the standard amenity recreation fee for the passholder and any passengers traveling with the passholder in a single private, noncommercial vehicle. If the passholder instead enters by motorcycle, the pass would cover the passholder and any passengers on that motorcycle, plus one additional motorcycle, including its passengers, traveling with the passholder.
