Consumer Online Payment Transparency and Integrity Act

The bill requires sellers using automatic renewal, negative option, or free-to-pay conversion contracts to clearly disclose the feature, disclose cancellation steps, and notify consumers before renewing. Cancellation must be offered online plus another simple method, and be at least as easy as signing up. Sellers must get the consumer's fresh, express consent each year before renewing, and dark patterns do not count as valid consent. Violating these rules voids the renewal and entitles the consumer to a refund; the FTC enforces the law and can grant exemptions.
