Rescissions Act of 2025

This section would give the Act the short title "Rescissions Act of 2025."

This section would cancel (permanently rescind) specific amounts of unobligated federal funding, effective immediately when this Act becomes law. The funding being rescinded is money that the President proposed rescinding in a special message sent to the House of Representatives and the Senate on June 3, 2025, under the rescission process set out in section 1012 of part B of title X of the Congressional Budget and Impoundment Control Act of 1974. The specific rescissions are as follows. (1) $33,008,764 in unobligated funds for the International Organizations heading's Contributions to International Organizations account, as appropriated by the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2024 (division F of Public Law 118-47). (2) $168,837,230 from that same Contributions to International Organizations account, as appropriated instead by the Full-Year Continuing Appropriations Act, 2025 (division A of Public Law 119-4). (3) $203,328,007 in unobligated funds for the International Organizations heading's Contributions for International Peacekeeping Activities account, as appropriated by the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2024 (division F of Public Law 118-47). (4) $157,906,000 from that same Contributions for International Peacekeeping Activities account, as appropriated instead by the Full-Year Continuing Appropriations Act, 2025 (division A of Public Law 119-4). (5) $500,000,000 from the first paragraph of unobligated funds under the Bilateral Economic Assistance heading's Funds Appropriated to the President, Global Health Programs account, as appropriated by the Full-Year Continuing Appropriations Act, 2025 (division A of Public Law 119-4). (6) $400,000,000 from the second paragraph of that same Global Health Programs account, as appropriated by the same 2025 Act. (7) $800,000,000 in unobligated funds for the Department of State's Migration and Refugee Assistance account, as appropriated by the Full-Year Continuing Appropriations Act, 2025 (division A of Public Law 119-4). (8) $43,000,000 in unobligated funds for the Bilateral Economic Assistance heading's Funds Appropriated to the President, Complex Crises Fund account, as appropriated by the same 2025 Act. (9) $83,000,000 in unobligated funds for the Bilateral Economic Assistance heading's Funds Appropriated to the President, Democracy Fund account, as appropriated by the same 2025 Act. (10) $1,650,000,000 in unobligated funds for the Bilateral Economic Assistance heading's Funds Appropriated to the President, Economic Support Fund account, as appropriated by the same 2025 Act. (11) $125,000,000 in unobligated funds for the Multilateral Assistance heading's International Financial Institutions, Contribution to the Clean Technology Fund account, as appropriated by the same 2025 Act. (12) $436,920,000 in unobligated funds for the Multilateral Assistance heading's Funds Appropriated to the President, International Organizations and Programs account, as appropriated by the same 2025 Act. (13) $2,500,000,000 in unobligated funds for the Bilateral Economic Assistance heading's Funds Appropriated to the President, Development Assistance account, as appropriated by the same 2025 Act. (14) $460,000,000 in unobligated funds for the Bilateral Economic Assistance heading's Funds Appropriated to the President, Assistance for Europe, Eurasia and Central Asia account, as appropriated by the same 2025 Act. (15) $496,000,000 in unobligated funds for the Bilateral Economic Assistance heading's Funds Appropriated to the President, International Disaster Assistance account, as appropriated by the same 2025 Act. (16) $125,000,000 in unobligated funds for the United States Agency for International Development's Funds Appropriated to the President, Operating Expenses account, as appropriated by the same 2025 Act. (17) $57,000,000 in unobligated funds for the Bilateral Economic Assistance heading's Funds Appropriated to the President, Transition Initiatives account, as appropriated by the same 2025 Act. (18) $27,000,000 in unobligated funds for the Bilateral Economic Assistance heading's Independent Agencies, Inter-American Foundation account, as appropriated by the same 2025 Act. (19) $22,000,000 in unobligated funds for the Bilateral Economic Assistance heading's Independent Agencies, United States African Development Foundation account, as appropriated by the same 2025 Act. (20) $15,000,000 in unobligated funds for the Related Programs heading's United States Institute of Peace account, as appropriated by the same 2025 Act. (21) All funding provided for the Corporation for Public Broadcasting for fiscal year 2026 by Public Law 118-47 would be permanently rescinded, and all funding provided for the Corporation for Public Broadcasting for fiscal year 2027 by Public Law 119-4 would also be permanently rescinded.
