1. Short title This Act may be cited as the Snow Water Supply Forecasting Reauthorization Act of 2025 .
2Snow Water Supply Forecasting Program
This section would amend section 1111 of the Snow Water Supply Forecasting Program Authorization Act (43 U.S.C. 1477), which sets up the Snow Water Supply Forecasting Program. In subsection (c)(2)(A), an activity that now has to end with the report required under subsection (d)(3) would instead be carried out with an emphasis on deploying technologies that integrate snowpack measuring and modeling. In subsection (c)(2)(B), a separate activity in that subsection would no longer have to wait until after that report is submitted before it can happen. The heading for the subsection (d)(1) data requirement would be updated to mention integrated modeling, and the list of technologies it requires would change from emerging technologies for snowpack measurement to commercially available technologies that provide complete integration of accurate, timely, and spatially complete snowpack measurements and models, specifically airborne laser altimetry, airborne imaging spectroscopy, and integrated physics-based snowpack and hydrologic modeling, plus any other technology the Secretary determines is likely to give more accurate or timely snowpack data for operational water management needs. The section would also eliminate the subsection (d)(3) report requirement itself. In subsection (e)(1), an activity would likewise no longer have to wait until after that report is submitted before it can happen. It would rewrite the program's focus in subsection (e)(2) so the program centers on activities that maintain, establish, expand, or advance snowpack measurement and integrated modeling, with emphasis on improving snow and water supply forecasts that respond better to changing weather and watershed conditions, integrating those activities in real time with water supply forecasts, carrying out those activities in river basins where they can produce snow and water supply data to help with water management decisions, including water management decisions that involve more than one state, and building program partners' capacity to use the new measurement and forecasting tools. In the subsection covering river basin selection, it would update a cross-reference to point to this reauthorization act instead of the original act, remove references to sub-basins so the relevant requirements apply only at the river-basin level, broaden a reference to technologies so it also covers integrated modeling technologies, and broaden what must be described about a selected river basin from just the technology used to the application, outcome, and data resources used. Finally, it would change the program's funding authorization from one combined amount covering fiscal years 2022 through 2026 to a separate amount authorized for each of fiscal years 2027 through 2031.
