1. Short title This Act may be cited as the Stop Aid for Foreign Expulsion Act or the SAFE Act .
2: Prohibition on obligation or expenditure of Federal funds for certain detentions of individuals
This section would ban the use of Federal funds, whether obligated or expended, to pay a foreign government, an agency of a foreign government, or a foreign entity for detaining an individual, if a court of the United States has determined that the detention violates United States law. The ban would cover both direct and indirect payments. The section defines a foreign entity as an entity that is not organized under the laws of the United States or of any jurisdiction within the United States.

2. Prohibition on obligation or expenditure of Federal funds for certain detentions of individuals (a) In general No Federal funds may be obligated or expended to, directly or indirectly, pay a foreign government, agency of a foreign government, or foreign entity for the detention of an individual, if a court of the United States has determined that such detention violates the laws of the United States. (b) Foreign entity defined In this section, the term foreign entity means an entity not organized under the laws of the United States or of any jurisdiction within the United States.
