1: Prohibition on congestion or cordon pricing
This section would amend the Intermodal Surface Transportation Efficiency Act of 1991 by adding a new paragraph (9) to section 1012(b) of that law, the part covering value pricing programs. The new paragraph would say that no matter what else that subsection allows, the Secretary may not set up or keep running a value pricing program under section 1012 that includes value pricing, congestion pricing, or cordon pricing.

Prohibition on congestion or cordon pricing Section 1012(b) of the Intermodal Surface Transportation Efficiency Act of 1991 ( 23 U.S.C. 149 note) is amended by adding at the end the following: (9) Prohibition on congestion pricing Notwithstanding any other provision of this subsection, the Secretary may not establish or maintain a value pricing program under this section that includes value pricing, congestion pricing, or cordon pricing. .
