This section would let the Act be called the "Northern Mariana Islands Small Business Access Act."

1. Short title This Act may be cited as the Northern Mariana Islands Small Business Access Act .
2: Inclusion of the Commonwealth of the Northern Mariana Islands in the microloan program
This section would change part of the Small Business Act's microloan program (15 U.S.C. 636(m)). It would add the words ", the Commonwealth of the Northern Mariana Islands" right after every place the word "Guam" appears in Section 7(m)(7)(B) of the Small Business Act. That means any rule in that part of the law that currently applies to Guam would also apply to the Commonwealth of the Northern Mariana Islands. This section would also amend Section 7(m)(11)(C)(ii) of the Small Business Act. It would remove the word "rural" and everything after it through the end of that clause, and put in its place the text "rural; and" - the word "rural" followed by a semicolon and the word "and." The clause still ends with that connecting "and," which links it to the item that comes after it on the list.

Inclusion of the Commonwealth of the Northern Mariana Islands in the microloan program (a) In general Section 7(m)(7)(B) of the Small Business Act ( 15 U.S.C. 636(m)(7)(B) ) is amended by inserting , the Commonwealth of the Northern Mariana Islands after Guam each place it appears. (b) Technical amendment Section 7(m)(11)(C)(ii) of the Small Business Act ( 15 U.S.C. 636(m)(11)(C)(ii) ) is amended by striking rural and all that follows through the end of the clause and inserting rural; and .
