1. Short title This Act may be cited as the Locality-based Social Security Benefits Act of 2025 .
2Social Security benefit amounts adjusted to reflect locality-based comparability payment rates
This section would require the Commissioner of Social Security to increase, for every person, the monthly Social Security benefit (old-age, survivors, or disability insurance payment) that the person is already entitled to receive under title II of the Social Security Act, overriding the existing rules in that title. The increase would equal the percentage that the President sets under sections 5304 and 5304a of title 5, United States Code (the federal locality-based comparability pay provisions), for the locality pay area, as defined in section 531.603 of title 5, Code of Federal Regulations, where the person lives at the time the increase is applied. Because locality pay percentages differ from area to area, the size of a person's benefit increase would depend on where the person lives.

2. Social Security benefit amounts adjusted to reflect locality-based comparability payment rates Notwithstanding title II of the Social Security Act, the Commissioner of Social Security shall increase the monthly benefit amount to which each individual is otherwise entitled under such title by the percentage determined by the President under sections 5304 and 5304a of title 5, United States Code, for the locality pay area (as established in section 531.603 of title 5, Code of Federal Regulations) in which the individual resides at the time of such increase.
