1. Short title This Act may be cited as the Protecting Small Business Competitions Act of 2025 .
2: Codification of the Rule of Two
This section would add a new requirement to the Small Business Act. Any contract, task order, or delivery order to purchase goods or services with an expected value greater than the simplified acquisition threshold must be reserved for small business concerns whenever the contracting officer reasonably expects both that two or more responsible small business concerns would submit offers and that the contract, task order, or delivery order could be awarded at a fair market price.

2. Codification of the Rule of Two Section 15(j) of the Small Business Act ( 15 U.S.C. 644(j) ) is amended by adding at the end the following new paragraph: (4) Rule of Two Each contract, task order, or delivery order for the purchase of goods or services that has an anticipated value greater than the simplified acquisition threshold shall be reserved for small business concerns when the contracting officer reasonably expects— (A) to obtain offers from two or more responsible small business concerns; and (B) to award such contract, task order, or delivery order at a fair market price. .
