2Update of certain terminology regarding veteran employment

This section would replace the term "employment handicap" with "employment barrier" everywhere that phrase appears in title 38 of the United States Code, and would replace the term "employment handicaps" with "employment barriers" everywhere that phrase appears in title 38. Title 38 is the body of federal law covering veterans' benefits, so this change would apply wherever those terms are used in veterans' benefits law, without changing what the underlying rule requires or who it applies to.
