1. Short title This Act may be cited as the Homeland Operations and Unilateral Tactics Halting Incursions: Preventing Coordinated Subversion, Military Aggression and Lawless Levies Granting Rogue Operatives Unchecked Power Act of 2025 or the HOUTHI PC SMALL GROUP Act of 2025 .
2: Communication of classified information on mobile or desktop messaging application
This section would add a new crime to chapter 37 of title 18 of the United States Code, as new section 798B. Under this new crime, anyone who knowingly communicates, furnishes, transmits, or otherwise makes available classified information on a mobile or desktop messaging application would be fined under title 18, imprisoned for not more than 10 years, or both. The section would also update the table of sections for chapter 37 to list the new section 798B by adding an entry for it after the entry for section 798A.

2. Communication of classified information on mobile or desktop messaging application (a) In general Chapter 37 of title 18, United States Code, is amended by inserting after section 798A the following: 798B. Communication of classified information on mobile or desktop messaging application Whoever knowingly communicates, furnishes, transmits, or otherwise makes available any classified information on a mobile or desktop messaging application shall be fined under this title, imprisoned not more than 10 years, or both. . (b) Clerical amendment The table of sections for chapter 37 of title 18, United States Code, is amended by inserting after the item related to section 798A the following: 798B. Communication of classified information on mobile or desktop messaging application. .
