1. Short title This Act may be cited as the Communities Helping Invest through Property and Improvements Needed for Veterans Act or the CHIP IN for Veterans Act .
2Making permanent a pilot program on acceptance by the Department of Veterans Affairs of donated facilities and related improvements
This section would make permanent the program that lets the Department of Veterans Affairs accept donated facilities and related improvements, which the Communities Helping Invest through Property and Improvements Needed for Veterans Act of 2016 had set up as a pilot program under Public Law 114-294 (38 U.S.C. 8103 note). It would eliminate the subsection that set a termination date for the program, remove the time limit tied to that termination date, and redesignate the following subsection to take the letter of the subsection that was eliminated. It would remove the word "pilot" everywhere it appears in the program's governing text, including from the section's own heading and from the heading of subsection (a), and would strike paragraph (3) from subsection (a). The bill would move the program's entire governing text out of the free-standing 2016 law and into title 38 of the United States Code itself, placing it in subchapter I of chapter 81 as a new section 8104A immediately after section 8104, and would add a matching entry, "8104A. Program to accept donated facilities and related improvements," to the table of sections for that chapter. It would also update the wording of the relocated text so it fits properly inside title 38, including changing "of title 38, United States Code, the Secretary of Veterans Affairs" to "of this title, the Secretary" in subsection (a)(1), removing standalone references to "of Veterans Affairs" elsewhere in subsection (a)(1) and in subsection (c)(1)(B)(i), updating the section's internal numbering symbol from "Sec." to "§," and matching its heading style, including dropping the closing period, to the format used for section 8104. These changes would take effect on December 16, 2026.
