1. Short title This Act may be cited as the Edith Nourse Rogers STEM Scholarship Opportunity Act .
Sec. 2: Modifications to Edith Nourse Rogers STEM Scholarship
This section would make three changes to the law that creates the Edith Nourse Rogers STEM Scholarship, found at section 3320 of title 38 of the United States Code.
First, it would eliminate paragraph (2) of subsection (b) of that section. The current text of that paragraph is not available here, so this rendering cannot describe what requirement would be removed. The paragraphs that follow it, currently numbered (3) and (4), would then be renumbered as (2) and (3). Inside what becomes the new paragraph (3), a rule in subparagraph (A)(ii) would change two numbers: 60 would become 45, and 90 would become 67.5 (each new number equals three-quarters of the original number). The current text of that rule is not available here, so this rendering cannot describe what those numbers measure or who would be affected by the change.
Second, it would add two new categories of people to the list in subsection (c)(1) of that section, ahead of the categories already listed there. The two new categories, which would be listed first and second, are: individuals who have used the most months of the educational assistance they are entitled to under that chapter of law, and individuals who are using their entitlement under that chapter to pursue a program of post-secondary education and who have declared a major in a field identified in subsection (b)(3)(A)(i) of that section, using the paragraph numbering this bill creates. The two categories already listed in subsection (c)(1) would remain in the law, but would move down to become the third and fourth categories listed.
Third, it would add a new rule at the end of subsection (d) of that section: a person who receives a benefit under this scholarship could use that benefit only after using up all of the educational assistance they are entitled to under that same chapter of law.

2. Modifications to Edith Nourse Rogers STEM Scholarship Section 3320 of title 38, United States Code, is amended— (1) in subsection (b)— (A) by striking paragraph (2); (B) by redesignating paragraphs (3) and (4) as paragraphs (2) and (3), respectively; and (C) in paragraph (3), as so redesignated, in subparagraph (A)(ii)— (i) by striking 60 and inserting 45 ; and (ii) by striking 90 and inserting 67.5 ; (2) in subsection (c)(1)— (A) by redesignating subparagraphs (A) and (B) as subparagraphs (C) and (D), respectively; and (B) by inserting before subparagraph (C), as so redesignated, the following new subparagraph (A): (A) Individuals who have used the most number of months of the educational assistance to which they are entitled under this chapter. (B) Individuals who are using their entitlement under this chapter to pursue a program of post-secondary education and who have declared a major in a field referred to in subsection (b)(3)(A)(i). ; and (3) in subsection (d), by adding at the end the following new paragraph: (5) An individual who receives a benefit under this section may only use such benefit after the individual has used all of the educational assistance to which the individual is entitled under this chapter. .
