CARE Act

The bill requires the Secretary of Health and Human Services to create a department-wide after-action program, starting within two years, that finds problems from the department's responses to public health emergencies and coordinates fixes with other federal agencies, state and tribal health departments, and outside partners. It also directs the Secretary to build a strategy, due within one year, for public health risk communications that are clear, accurate, and identify the populations most at risk. HHS's inspector general may evaluate the program and report the results to Congress.
