2: Findings
This section lays out two findings by Congress. First, that the Iran Sanctions Act of 1996 requires the imposition of sanctions on Iran over its illicit weapons programs, its conventional weapons and ballistic missile development, and its support for terrorism, including Iran's Revolutionary Guards Corps. Second, that the Government of Iran has acquired destabilizing conventional weapons systems from the Russian Federation and other malign actors, and is funneling weapons and financial support to its terrorist proxies throughout the Middle East, which Congress finds threatens United States allies and partners such as Israel.

Findings Congress makes the following findings: (1) The Iran Sanctions Act of 1996 ( Public Law 104–172 ; 50 U.S.C. 1701 note) requires the imposition of sanctions with respect to Iran’s illicit weapons programs, conventional weapons and ballistic missile development, and support for terrorism, including Iran’s Revolutionary Guards Corps. (2) The Government of Iran has acquired destabilizing conventional weapons systems from the Russian Federation and other malign actors, and is funneling weapons and financial support to its terrorist proxies throughout the Middle East, threatening allies and partners of the United States, such as Israel.

3. Statement of policy It is the policy of the United States to fully implement and enforce the Iran Sanctions Act of 1996 ( Public Law 104–172 ; 50 U.S.C. 1701 note).
4: Repeal of sunset
This section would amend section 13 of the Iran Sanctions Act of 1996 to repeal that Act's sunset provision, the clause that currently ends the Act's Iran sanctions requirements after a set period unless renewed. It would remove the word "sunset" from section 13's heading, remove the "Effective date" subsection label that currently marks subsection (a), and strike subsection (b) of section 13 entirely. As a result, the sanctions requirements imposed under the Iran Sanctions Act of 1996 would no longer be subject to automatic expiration under a sunset clause.
