1. Short title This Act may be cited as the No Rogue Rulings Act as the NORRA .
2: Limitation on authority of United States district courts to provide injunctive relief
This section would add a new section 1370 to chapter 85 of title 28 of the United States Code. The new section would state that no United States district court may issue any order providing injunctive relief, with one exception: a court could still issue such an order if it applies only to limit the actions of a party to the case before that court, and only with respect to the party that sought the injunctive relief from that court. In effect, a district court could grant injunctive relief only to the specific party that asked for it and only against the specific party being sued in that same case, not relief that reaches beyond the parties before the court. This section would also add a corresponding entry for the new section 1370 to the table of sections for chapter 85 of title 28.

2. Limitation on authority of united states district courts to provide injunctive relief (a) In general Chapter 85 of title 28, United States Code, is amended by adding at the end the following: 1370. Limitation on authority to provide injunctive relief Notwithstanding any other provision of law, no United States district court shall issue any order providing for injunctive relief, except in the case of such an order that is applicable only to limit the actions of a party to the case before such district court with respect to the party seeking injunctive relief from such district court. . (b) Table of sections The table of sections for such chapter is amended by adding at the end the following: 1370. Limitation on authority to provide injunctive relief. .
