VETS Opportunity Act of 2025 in plain language

This section would further amend 38 U.S.C. 3680A(a)(4)(A)(ii)(III), a provision that was itself recently amended by the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act (Public Law 118-210). The bill text only gives editing instructions for this provision: insert a phrase requiring 'regular and substantive interaction between students and instructors' after the words 'course of study'; change the punctuation at the end of existing list items (aa) and (bb) (from '; or' to a semicolon, and from '; and' to '; or'); and add a new list item (cc) covering an institution of higher education, as defined in section 102 of the Higher Education Act of 1965 (20 U.S.C. 1002), that is approved to participate or is participating in the Title IV federal student aid programs under that Act, with that new item ending in '; and'. Rendering what this amendment actually does to the approval criteria for independent study programs would require the current text of 38 U.S.C. 3680A(a)(4)(A)(ii), items (aa) and (bb) and any item that follows (cc), which is not part of the bill text and is not available here; in particular, whether the listed criteria are meant to apply as alternatives or cumulatively depends on that base text. Subsection (b) of this section states that the amendment would apply to a quarter, semester, or term, as applicable, that begins on or after August 1, 2025.
