1. Short title This Act may be cited as the U.S. Park Police Modernization Act .
2Condensing the Service Steps for United States Park Police Officers and Members
This section replaces the existing pay table for the United States Park Police with a new one, covering officers and members in salary classes 1, 3, 4, 5, 7, 8, 9, 10, and 11 (there is no class 2 or 6 in this schedule). The new table has 13 pay steps tied to years of service, running from 0 years at step 1 up to 22 years at step 13. An officer or member advances one step every 52 weeks for the first three advances, from step 1 to step 2, step 2 to step 3, and step 3 to step 4. After that, each advance up through step 11 to step 12 takes 104 weeks (2 years). The final advance, from step 12 to step 13, takes 156 weeks (3 years). Different ranks enter the table at different steps, reflecting each rank's own entry point: Privates, including the Private (Technician) and Private (Pilot) titles, start at step 1; Detectives start at step 2; Sergeants (Line, Detective, Technician, and Pilot titles) start at step 3; Lieutenants start at step 4; Captains start at step 5; and Inspector/Majors and Deputy Chiefs start at step 8. Under the new table, a Private at step 1 is paid $55,801 a year, rising to $94,739 at step 13. A Detective starts at step 2 at $68,353 and rises to $108,745 at step 13. A Sergeant (Line) starts at step 3 at $74,449 and rises to $113,245 at step 13. A Lieutenant starts at step 4 at $82,119 and rises to $121,738 at step 13. A Captain starts at step 5 at $96,453 and rises to $136,756 at step 13. A Deputy Chief starts at step 8 at $154,791 and rises to $173,945 at step 11, a rate that then stays the same through steps 12 and 13. Pay for salary classes 5 (Lieutenant), 7 (Captain), 8 (Inspector/Major), and 9 (Deputy Chief) cannot exceed 95 percent of the rate of pay for level V of the Executive Schedule. Rather than moving through steps, the Assistant Chief (salary class 10) is paid a single flat rate equal to 95 percent of the level V Executive Schedule rate, set at $173,945 in the table, and the Chief of the United States Park Police (salary class 11) is paid a single flat rate equal to the full level V Executive Schedule rate, set at $183,100 in the table. The bill also amends a related provision on step adjustments (section 303(a)(5) of the District of Columbia Police and Firemen's Salary Act of 1958, D.C. Official Code sec. 5-543.03(a)(5)). In subparagraph (B), it strikes the words "or 9" and inserts "9, 10, or 11" in their place, adding salary classes 10 and 11 to whatever classes that subparagraph already covered. In subparagraph (C), it changes the number "10" to "12". It also strikes subparagraph (D) entirely, removing whatever rule that subparagraph stated. The text of subparagraphs (B), (C), and (D) as they read before these changes is not included in this bill, so the complete effect of these three edits on officers and members cannot be stated here. Any adjustment made to Park Police officers' or members' pay rates under section 501(c)(2) of the District of Columbia Police and Firemen's Salary Act of 1958 on or before January 12, 2025, is disregarded. This section cannot be read to limit or reduce any payment required under section 501(c)(3) of the District of Columbia Police and Firemen's Salary Act of 1958. This section and the changes it makes would take effect on the first day of the first pay period that begins on or after the date this Act is enacted.

2. Condensing the service steps for united states park police officers and members (a) In general Section 501(c)(1) of the District of Columbia Police and Firemen’s Salary Act of 1958 (sec. 5–545.01(c)(1), D.C. Official Code) is amended to read as follows: (1) The annual rates of basic compensation of officers and members of the United States Park Police, serving in classes corresponding or similar to those in the salary schedule in § 5–541.01 shall be fixed in accordance with the following schedule of rates: Salary class and title Step 1 Step 2 Step 3 Step 4 Step 5 Step 6 Step 7 1 The rate of basic pay for positions in Salary Class 5, 7, 8, and 9 is limited to 95 percent of the rate of pay for level V of the Executive Schedule. 2 The rate of basic pay for positions in Salary Class 10 will be equal to 95 percent of the rate of pay for level V of the Executive Schedule. 3 The rate of basic pay for positions in Salary Class 11 will be equal to the rate of pay for level V of the Executive Schedule. Official Code) is amended— (1) in subparagraph (B), by striking or 9 and inserting 9, 10, or 11 ; (2) in subparagraph (C), by striking 10 and inserting 12 ; and (3) by striking subparagraph (D). (c) Prior adjustments disregarded Any adjustments to the annual rates of basic compensation of officers or members of the United States Park Police under section 501(c)(2) of the District of Columbia Police and Firemen’s Salary Act of 1958 (sec. 5–545.01(c)(2), D.C. Official Code) on or before January 12, 2025, shall be disregarded. (d) Rule of construction This section may not be construed as limiting or reducing any payment under section 501(c)(3) of the District of Columbia Police and Firemen’s Salary Act of 1958 (sec. 5–545.01(c)(3), D.C. Official Code). (e) Effective date This section and the amendments made by this section shall take effect on the first day of the first pay period beginning on or after the date of the enactment of this Act.
