This section would reauthorize the Junior Duck Stamp Conservation and Design Program Act of 1994 in two ways. First, it would change the definition of "State" in Section 5 of that Act. It would insert the word "and" right after "Guam," in the list of places the definition covers, and it would remove the phrase "and any other territory or possession" that currently follows "Virgin Islands" in that same list. The effect is that the definition of "State" for the program would no longer automatically reach any other U.S. territory or possession beyond the specific places already named in the list, which would now end with the Virgin Islands (with "and" placed after Guam). Second, it would extend the program's authorization of appropriations in Section 6(a) of the Act by replacing the fiscal years 2006 through 2010 with fiscal years 2025 through 2031, so federal funding for the program would be authorized for that later period instead.
