S.B. No. 974

AN ACT

relating to the eligibility of a person employed by a school

district as a teacher to serve on the appraisal review board of an

appraisal district; creating a criminal offense.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

SECTION 1. Section 6.411, Tax Code, is amended by adding

Subsection (b-1) to read as follows:

(b-1) A member of the board of trustees of an independent

school district or an employee of the district commits an offense if

the member or employee communicates with a member of the appraisal

review board who is employed by the school district as a teacher

with the intent to influence a decision by the member in the

member's capacity as a member of the appraisal review board.

SECTION 2. Section 6.412(c), Tax Code, is amended to read as

follows:

(c) Except as otherwise provided by this subsection, a [A]

person is ineligible to serve on the appraisal review board if the

person is a member of the board of directors, [an] officer, or

employee of the appraisal district, an employee of the comptroller,

or a member of the governing body, officer, or employee of a taxing

unit. A person employed by a school district as a teacher may serve

on the appraisal review board.

SECTION 3. This Act takes effect September 1, 2025.
