S3360 2026 -- S 3360 ======== LC006563 ======== STATE OF RHODE ISLAND IN GENERAL ASSEMBLY JANUARY SESSION, A.D. 2026 ____________ A N A C T AUTHORIZING THE AMENDMENT OF THE WARWICK CITY CHARTER TO ALLOW FOR ENACTMENT OF ORDINANCES THAT SUBJECT MAYORAL APPOINTMENTS TO CERTAIN CODIFIED CITY BOARDS AND COMMISSIONS TO THE ADVICE AND CONSENT OF THE CITY COUNCIL Introduced By: Senators McKenney, Appollonio, and LaMountain Date Introduced: June 05, 2026 Referred To: Senate Housing & Municipal Government It is enacted by the General Assembly as follows: 1 SECTION 1. Pursuant to the request of the Warwick City Council by resolution adopted 2 on May 11, 2026, Article VIII of the Warwick City Charter is hereby amended to read as follows: 3 8-23. – Council Advice and Consent to Boards and Commissions. 4 Notwithstanding any provisions of this charter to the contrary, and except for the Board of 5 Public Safety, the city council may enact ordinances that subject mayoral appointments to city 6 boards and commissions specifically codified in the charter or the code of ordinances to the advice 7 and consent of the city council. 8 SECTION 2. Pursuant to Article 10, Section 29 of the Warwick City Charter, these 9 amendments shall be submitted to the voters of the city at the next general election to be held in 10 November, 2026, or a special election as may be scheduled sooner, for approval or rejection thereof, 11 in the following form: 12 1. Shall the city council be authorized to enact ordinances that subject mayoral 13 appointments to city boards and commissions specifically codified in the charter or the code of 14 ordinances, except for the Board of Public Safety, to the advice and consent of the city council? 15 APPROVE DISAPPROVE 16 SECTION 3. Section 2 of this act shall take effect upon passage. Section 1 of this act shall 1 take effect upon approval by the voters of the city of Warwick at a general or special election. ======== LC006563 ======== LC006563 - Page 2 of 3 EXPLANATION BY THE LEGISLATIVE COUNCIL OF A N A C T AUTHORIZING THE AMENDMENT OF THE WARWICK CITY CHARTER TO ALLOW FOR ENACTMENT OF ORDINANCES THAT SUBJECT MAYORAL APPOINTMENTS TO CERTAIN CODIFIED CITY BOARDS AND COMMISSIONS TO THE ADVICE AND CONSENT OF THE CITY COUNCIL *** 1 This act would approve charter amendments to the Warwick city charter subject to voter 2 approval at the general election to be held in November, 2026, or at a special election as may be 3 scheduled sooner. If approved, these amendments would authorize the city council to enact 4 ordinances that subject mayoral appointments to city boards and commissions specifically codified 5 in the charter or the code of ordinances, to the advice and consent of the city council. 6 Section 2 of this act would take effect upon passage.
