S3128 2026 -- S 3128 ======== LC006149 ======== STATE OF RHODE ISLAND IN GENERAL ASSEMBLY JANUARY SESSION, A.D. 2026 ____________ A N A C T RELATING TO FOOD AND DRUGS -- THE RHODE ISLAND CANNABIS ACT Introduced By: Senator Louis P. DiPalma Date Introduced: March 20, 2026 Referred To: Senate Finance It is enacted by the General Assembly as follows: 1 SECTION 1. Chapter 21-28.11 of the General Laws entitled The Rhode Island Cannabis 2 Act is hereby amended by adding thereto the following section: 3 21-28.11-31.1. Cannabis safety -- Responsible usage. 4 (a) Annually, the cannabis control commission shall appropriate the sum of two hundred 5 thousand dollars ($200,000) to the substance use mental health leadership council (the 6 “SUMHLC”) to address hazardous and underage cannabis use, including alternatives, education, 7 and environmental strategies. 8 (b) Annually, the cannabis control commission shall appropriate the sum of five hundred 9 thousand dollars ($500,000) to the SUMHLC for a public facing web and social media presence 10 and ongoing media campaigns. 11 (c) Annually, by October 1, the SUMHLC shall report on the usage of each appropriation 12 grant to the president of the senate and speaker of the house. 13 SECTION 2.
