S2440 2026 -- S 2440 ======== LC003295 ======== STATE OF RHODE ISLAND IN GENERAL ASSEMBLY JANUARY SESSION, A.D. 2026 ____________ A N A C T RELATING TO MOTOR AND OTHER VEHICLES -- ADJUDICATION OF TRAFFIC OFFENSES Introduced By: Senator E Morgan Date Introduced: February 06, 2026 Referred To: Senate Finance It is enacted by the General Assembly as follows: 1 SECTION 1. Chapter 31-41.1 of the General Laws entitled Adjudication of Traffic 2 Offenses is hereby amended by adding thereto the following section: 3 31-41.1-4.1. Limitation on collection of motor vehicle violation fines. 4 Notwithstanding any general law, rule or regulation to the contrary, no fines and/or costs 5 assessed as a result of a motor vehicle violation(s) of title 31 may be collected against the motorist 6 responsible for the violation by the state, any municipality or a court, more than seven (7) years 7 after the violation fine and/or cost became final and unappealable. 8 SECTION 2. This act shall take effect upon passage. ======== LC003295 ======== EXPLANATION BY THE LEGISLATIVE COUNCIL OF A N A C T RELATING TO MOTOR AND OTHER VEHICLES -- ADJUDICATION OF TRAFFIC OFFENSES *** 1 This act would prohibit the state, municipalities, or courts from attempting to collect any 2 motor vehicle violation fines or costs, after more than seven (7) years of the fine becoming final. 3 This act would take effect upon passage. ======== LC003295 ======== LC003295 - Page 2 of 2
