H7507 2026 -- H 7507 ======== LC004806 ======== STATE OF RHODE ISLAND IN GENERAL ASSEMBLY JANUARY SESSION, A.D. 2026 ____________ A N A C T RELATING TO COURTS AND CIVIL PROCEDURE -- PROCEDURE GENERALLY -- JUDGMENTS, ORDERS, AND DECREES Introduced By: Representatives Corvese, McNamara, J. Brien, Azzinaro, DeSimone, Read, Bennett, Noret, Fascia, and Slater Date Introduced: February 04, 2026 Referred To: House Judiciary It is enacted by the General Assembly as follows: 1 SECTION 1. Chapter 9-21 of the General Laws entitled Judgments, Orders, and Decrees 2 is hereby amended by adding thereto the following section: 3 9-21-14. Judgment lien notice. 4 (a) Notwithstanding any such notice provided through the court process, within ten (10) 5 business days of recording a judgment lien on real property, the judgment creditor shall send written 6 notice to the property owner by certified mail at the last known address. 7 (b) The notice shall include: 8 (1) The name and address of the judgment creditor; 9 (2) The amount of the judgment; 10 (3) The property description affected by the lien; and 11 (4) Instructions on how to satisfy or contest the lien. 12 (c) Failure to provide the required notice shall not invalidate the lien but may toll any 13 deadlines related to enforcement until notice is given. 14 (d) The clerk of the court shall maintain records of judgment lien filings and notices sent. 15 SECTION 2. This act shall take effect on January 1, 2027. ======== LC004806 ======== EXPLANATION BY THE LEGISLATIVE COUNCIL OF A N A C T RELATING TO COURTS AND CIVIL PROCEDURE -- PROCEDURE GENERALLY -- JUDGMENTS, ORDERS, AND DECREES *** 1 This act would require that notice of a judgment lien be sent within ten (10) business days 2 of the recording of the lien. 3 This act would take effect on January 1, 2027. ======== LC004806 ======== LC004806 - Page 2 of 2
