H7316 2026 -- H 7316 ======== LC003621 ======== STATE OF RHODE ISLAND IN GENERAL ASSEMBLY JANUARY SESSION, A.D. 2026 ____________ A N A C T RELATING TO PUBLIC PROPERTY AND WORKS -- STATE PURCHASES -- REVIEW OF CONTRACTED SERVICES Introduced By: Representatives Santucci, Fascia, Nardone, Newberry, Quattrocchi, Chippendale, and Paplauskas Date Introduced: January 23, 2026 Referred To: House Finance It is enacted by the General Assembly as follows: 1 SECTION 1. Chapter 37-2 of the General Laws entitled State Purchases is hereby 2 amended by adding thereto the following section: 3 37-2-58.1. Review of contracted services. 4 (a) The director of any state agency with contracted service expenditures of more than five 5 million dollars ($5,000,000) shall, on an annual basis, commencing July 1, 2027, conduct a review 6 of all contracted services spending to identify where reductions in contracted spending can be made. 7 (b) Commencing in the fiscal year 2027-2028, any department that has contracted spending 8 of more than five million dollars ($5,000,000) shall provide a two percent (2%) reduction in said 9 expenditures within a period of five (5) fiscal years. 10 SECTION 2.
