H7250 2026 -- H 7250 ======== LC003598 ======== STATE OF RHODE ISLAND IN GENERAL ASSEMBLY JANUARY SESSION, A.D. 2026 ____________ A N A C T RELATING TO PUBLIC FINANCE -- STATE BUDGET Introduced By: Representatives Nardone, Quattrocchi, Fascia, Santucci, Paplauskas, Chippendale, Place, and Hopkins Date Introduced: January 21, 2026 Referred To: House Finance It is enacted by the General Assembly as follows: 1 SECTION 1. Section 35-3-2 of the General Laws in Chapter 35-3 entitled State Budget 2 is hereby amended to read as follows: 3 35-3-2. Annual appropriations for state government. 4 The general assembly shall annually appropriate such sums as it may deem necessary to 5 pay the administrative and other expenses of the state government. The general assembly shall 6 adopt a spending cap on general budget expenditures equal to the greater of: 7 (1) The average five (5) year increase in personal income; or 8 (2) The annual increase in inflation per the consumer price index. 9 SECTION 2.
