H7224 2026 -- H 7224 ======== LC004107 ======== STATE OF RHODE ISLAND IN GENERAL ASSEMBLY JANUARY SESSION, A.D. 2026 ____________ A N A C T RELATING TO TOWNS AND CITIES -- AWARD OF MUNICIPAL CONTRACTS Introduced By: Representatives Edwards, Bennett, Kislak, Corvese, Carson, Fogarty, and Casimiro Date Introduced: January 21, 2026 Referred To: House Municipal Government & Housing It is enacted by the General Assembly as follows: 1 SECTION 1. Section 45-55-9 of the General Laws in Chapter 45-55 entitled Award of 2 Municipal Contracts is hereby amended to read as follows: 3 45-55-9. Small purchases. 4 Procurements, not to exceed an aggregate amount of ten thousand dollars ($10,000) 5 twenty-five thousand dollars ($25,000) for construction and five thousand dollars ($5,000) ten 6 thousand dollars ($10,000) for all other purchases may be made in accordance with small purchase 7 regulations promulgated by the municipality. These amounts shall be increased or decreased 8 annually hereafter at the same rate as the Boston Regional Consumer Price Index. Procurement 9 requirements shall not be artificially divided so as to constitute a small purchase under this section. 10 A municipality may further reduce the aggregate purchase amount, as provided for in this section 11 by ordinance. 12 SECTION 2. This act shall take effect on December 1, 2026. ======== LC004107 ======== EXPLANATION BY THE LEGISLATIVE COUNCIL OF A N A C T RELATING TO TOWNS AND CITIES -- AWARD OF MUNICIPAL CONTRACTS *** 1 This act would increase the maximum municipal small purchase limits from ten thousand 2 dollars ($10,000) to twenty-five thousand dollars ($25,000) for construction projects and from five 3 thousand dollars ($5,000) to ten thousand dollars ($10,000) for all other municipal purchases. 4 This act would take effect on December 31, 2026. ======== LC004107 ======== LC004107 - Page 2 of 2
